Laws, Rules and Regulations Governing Administrative & Development Activities
Introduction
Like other Block Panchayats in Kerala, the Ettumanoor Block Panchayat does not have its own specific Bye-laws. Instead, it functions in accordance with the Kerala Panchayat Raj Act, 1994, the Rules, Government Orders, Circulars, and Guidelines issued by the Local Self Government Department (LSGD), Government of Kerala. These legal provisions govern the administrative, financial, and developmental activities of the Block Panchayat.
Major Laws and Regulations Governing Block Panchayats
1. Kerala Panchayat Raj Act, 1994
The primary legislation governing the constitution, powers, functions, administration, and financial management of Block Panchayats.
2. Kerala Panchayat Raj (General) Rules
Provides rules relating to meetings, administrative procedures, record maintenance, and general governance.
3. Kerala Panchayat Raj (Accounts) Rules
Regulates budgeting, accounting, financial reporting, and expenditure management.
4. Procurement & Tender Guidelines
Government Orders and guidelines governing public procurement, purchase of goods and services, and tender procedures.
5. LSGD Government Orders & Circulars
Administrative, developmental, and financial instructions issued periodically by the Local Self Government Department.
6. Rules on Meetings & Standing Committees
Rules governing the conduct of meetings, Standing Committees, decision-making, and delegation of powers.
7. Other Applicable Laws
Relevant provisions issued by the State Audit Department, Finance Department, State Election Commission, Right to Information Act, and Anti-Corruption laws are applicable wherever required.
Conclusion
Although the Ettumanoor Block Panchayat has not framed its own Bye-laws, all administrative and developmental activities are carried out strictly in accordance with the Kerala Panchayat Raj Act, 1994, its allied Rules, Government Orders, Circulars, and Guidelines issued by the Government of Kerala.
